Webinar 16 March: Diaspora skills profiling – a new methodology

Join us on 16 March 14:30 (CET) to learn about the skills profiling methodology recently developed with the Directorate of Diaspora and Migration Affairs of Madagascar and a team of Malagasy diaspora professionals, and tried and tested with the Malagasy in France and Switzerland.


Why profile diaspora skills?

The potential of the diaspora for the development of a given country is considerable. Whilst remittances are a core and measurable element of this, human capital – the trifecta of ideas, knowledge and skills – is somewhat less tangible, but all the more interesting.

Just as the 2023 European Year of Skills centres skills for sustainable growth and innovation, partner countries are increasingly interested in sourcing skills from the diaspora to complement the in-country labour market, fill gaps and catalyse emerging sectors to boost national development.

Yet, in order to be able to mobilise the skills available within a diaspora, it is first necessary to better understand its characteristics. It is with this in mind that the Directorate of Diaspora and Migration Affairs of Madagascar requested support from the EUDiF to strengthen its capacity to engage with the diaspora and identify skills that could help address the structural needs of the country.

Profiling in action

Developing a methodology to profile the skills of the Malagasy diaspora in France and Switzerland is an EUDiF Diaspora Professionals 4 Development action deploying diaspora expertise to develop a methodology and practical tools and use them to conduct a skills profiling of the Malagasy diaspora in France and Switzerland. It began with an iterative design process, followed by a test-run led by the team of diaspora professionals and embassy/consular staff, and concluded with analysis of the results. The action also included training of government and embassy/consular staff so they can keep the results up to date, or create complementary profiles of the Malagasy diaspora in other countries.

The profiling methodology takes an innovative approach by giving the government authority a central role in the creation and use of appropriate tools. The tools themselves are open-access and therefore affordable to all organisations keen to run a similar exercise.

On Thursday 16 March at 14:30 – 16:00 (CET) we will discuss in detail how and why to run an affordable and sustainable diaspora skills profiling. The Directorate of Diaspora and Migration Affairs of Madagascar and the team of Malagasy diaspora professionals who developed the step-by-step methodology and successfully piloted it will share their experience of the skills profiling methodology and the opportunities running such an exercise now opens for Madagascar.

The discussion will take place as a webinar, via Zoom, with interpretation in English and French.
