Introduced in 2008 and running annually, bar a hiatus during the Covid-19 pandemic, the Itorero programme is run by the Ministry of Foreign Affairs and International Cooperation and the Ministry of National Unity and Civic Engagement (MINUBUMWE). The initiative aims at engaging and empowering Rwandan youth (18-23s) living in Rwanda and abroad and offering them an experience focused on personal development, professional growth and creating connection to their heritage. The programme includes military training, counterterrorism awareness, political education, discussions on Rwanda’s history and insights into the National Strategy for Transformation, as well as study tours to different regions of the country to explore Rwanda’s cultural heritage firsthand. In 2025 Rwanda hosted the 15th edition with over 440 participants.
