Developed by the Programa Estado de la Nación, HIPATIA is an interactive digital platform designed to monitor Costa Rica’s capacities in science, technology and innovation, while also facilitating links between knowledge, policy and entrepreneurship. It is particularly relevant for diaspora engagement because it has been used to map and characterise the Costa Rican scientific diaspora through annual online consultations since 2012. By identifying highly qualified Costa Rican professionals abroad and documenting their expertise, HIPATIA helps position the scientific diaspora as a strategic asset for national development and to strengthen transnational knowledge networks.
