Talent mobilisation, migration heritage preservation and institutional development in Morocco
Morocco is a world leader in diaspora engagement and has dedicated significant efforts to interacting with and providing services for its diaspora for decades.
In November 2024, King Mohamed VI announced measures to further innovate the national approach to diaspora engagement, including an institutional restructuring of diaspora engagement to respond better to diaspora needs and expectations. Within this, the CCME is positioned as strategic coordination entity and a complementary new foundation, Fondation Mohammedia des Marocains résidant à l’étranger, is to be charged with mobilising and increasing diaspora engagement in Morocco’s development.
With CCME taking responsibility for overall coordination, innovation and thought leadership, the CDL project is timely and offers a boost to the council’s work to review and strategise on key themes – specifically heritage and memory, and talent mobilisation – whilst also developing staff skills.
A study to analyse the technical, financial and organisational feasibility of an interactive and immersive virtual museum dedicated to Moroccan migration to preserve and promote the history, stories and heritage of Moroccans around the world.
A study to analyse Morocco’s public policies for mobilising talent from the diaspora, in order to identify the strengths and weaknesses of existing mechanisms, and identify areas for improvement. The study will also assess the feasibility of a dedicated digital interface, which would serve as an interactive and functional bridge between these talents and Moroccan institutions, companies, universities and the country's various economic and scientific players.
Training aims to strengthen the digital skills of CCME executives in order to optimise data management, improve interaction with the Moroccan diaspora and integrate emerging technologies into their professional practices.
This activity aims to assess the impact of undertaken initiatives and adjust orientations based on results. To this end, a diaspora engagement expert will support CCME in steering the project, ensuring alignment with strategic objectives, and embedding diaspora expertise within its coordination.
A peer exchange will serve as an opportunity to collectively validate the results of activities 1 to 4 and facilitate exchanges of practice between CCME and its Moroccan and international counterparts. It will provide opportunities to share the findings and methodologies developed as part of the project, while opening up space for learning with other institutions involved in innovative diaspora policies, and the diaspora.
